Nowadays, there is also the post of Lord Mayor. Those two concepts may be confusing. What do the Mayor of Liverpool and the Lord Mayor do? What was the history behind those positions and those who once held them? Learn more about that at liverpoolyes.

Difference

The Lord Mayor of Liverpool is the most senior official in the City Council and has some additional powers. The Mayor is a representative of the city, who is elected by voting among the city’s residents.

The Mayor is responsible for performing day-to-day duties, managing the city budget as well as working with the Council and various community groups. The Lord Mayor has a more ceremonial and representative role. He is elected from among the councillors. The Lord Mayor conducts ceremonies, receives guests, represents the city at various events and is a kind of symbol of the city (more on that here).

History

The most prominent Lord Mayors (back then, they were called just Mayors) of Liverpool were Stanleys of Knowsley and Molyneux of Sefton. Representatives of these families have held office many times since old times. Some of them were Sir Thomas Stanley (son of the 3 Earl), Sir Richard Molyneux and his grandson.

When Liverpool was granted special status in 1880, it was decided that the “second city of the Empire” should have a Lord Mayor. Thus, the city acquired the position of Lord Mayor on August 3, 1893, and the first one to take it was Robert Durning Holt. Liverpool’s office was the oldest of its kind in England, along with Manchester.

For a long time, the title of Lord Mayor of Liverpool was used with the prefix The Right Honourable (it was also used with a similar position in London). It was considered appropriate as Liverpool is the second most important city after London. Later, the Parliament decided that the title should be used with The Right Worshipful.

The Municipal Corporations Act was adopted in 1835. William Wallace Currie was the first to take office after the government reform.

Some changes in city management also took place in 1983. Liverpool was then governed by Labourers, which replaced the post of Lord Mayor with the post of Chairman. However, the old version of the title was restored in 1990.

Interesting facts about the former leaders of the city

Some Lord Mayors of Liverpool gained a bad reputation and had to leave their position through the resignation procedure. Among them is Peter Brennan, who shared a racist video with fellow councillors in a Whatsapp chat group. The appointment came into effect in 2019 but was terminated in the same year. He was also kicked out of the Labour Party, and in 2021, officials even banned Brennan from campaigning on behalf of the political force.

The city government takes state laws like those passed during the coronavirus pandemic very seriously. Thus, Mary Rasmussen was to be sworn in conditions of social distancing. Usually, the ceremony takes place in the City Hall, but it doesn’t meet the specified requirements. Therefore, Councillor Rasmussen took the oath at the Liverpool Tennis Centre in 2021.

Another interesting story is related to a portrait. Former mayor Harold Chaloner Dowdall hired an artist to respectfully portray him. However, the artist decided to add some satirical elements to the picture. For example, he drew Smith’s footman with a large sword in his hands. Such an idea caused a wave of indignation and criticism, but the ex-mayor defended this witty work.

The position of Mayor of Liverpool has existed since the very foundation of the city, that is, since the 1200s.
