Developing an interest in law, Perceval studied jurisprudence at Lincoln’s Inn. Spencer Perceval began his career as a lawyer before transitioning into politics.

In 1796, he became a King’s Counsel, was later appointed Attorney General, and in 1809, he won the election to become Prime Minister, leading the British government at the height of the Napoleonic Wars. Thanks to his outstanding organisational skills, Perceval successfully navigated numerous crises and managed to stabilise what was, at the time, a weak government.

John Bellingham

His future assassin was a merchant from Liverpool. Part of his business involved travelling to Russia, and in 1804, he was accused of insurance fraud by the Russian government. Bellingham was imprisoned and spent over five years in appalling conditions, confined to a rat-infested cell and often surviving on nothing but bread and water.

John Bellingham repeatedly appealed to the British ambassador and the Foreign Office for help, but his requests were ignored. He returned to his native Liverpool a broken man, with his health ruined and virtually destitute. Bellingham sought financial compensation from the government for his suffering and bankruptcy, but his letters went unanswered. The Liverpool merchant then travelled to London to appeal to officials directly, but these face-to-face meetings also proved fruitless.

In his despair, Bellingham focused all his hatred and anger on Spencer Perceval, who, as the head of government, had, in his view, denied him justice.

The Assassination

On 11 May 1812, at around 5 p.m., while in the House of Commons, Bellingham saw the object of his fury, Prime Minister Perceval, entering the building. In complete silence, John Bellingham walked towards him, drawing a duelling pistol from a specially sewn pocket. As he drew close, John fired a single shot, and a lead bullet pierced the heart of the leader of one of the world’s most powerful nations.

According to eyewitnesses, as the Prime Minister fell, he uttered something like, “It is murder!” or “I am murdered!” while Bellingham, still silent, calmly retreated to a fireplace, making no attempt to hide his weapon or escape. Within minutes, he was arrested and placed in a cell located inside the Parliament building.

Public Reaction

Bellingham believed the British public would applaud his act, which he saw as a strike for justice. The reception the assassin received from the crowd was a scandalous confirmation of this belief. People celebrated, cheered for the shooter, and even attempted to help him escape.

This jubilation highlighted just how controversial a figure the Prime Minister was. To fund the war against Napoleon, Perceval’s government had introduced extremely high taxes, which led to a decline in the quality of life for ordinary people and strained the economy. Furthermore, the Prime Minister had brought an end to the illegal slave trade, which had been an economic lifeline for port cities, including Liverpool.

Amid the social upheaval caused by the Industrial Revolution, Perceval dealt harshly with the Luddite rioters, with his government passing a controversial law that made the destruction of machinery a capital offence.

The Verdict

Bellingham was tried by a jury that took only about 10 minutes to reach a guilty verdict and sentence him to death. The assassin was returned to prison, but this time his stay was brief. Bellingham outlived his victim by just one week; on 18 May 1812, seven days after the assassination, John Bellingham was executed by hanging.

In his final statement, he declared that he had felt no personal animosity towards the Prime Minister. The politician had simply paid the price for injustice as the leader of the existing administration. John also expressed his hope that this catastrophe would serve as a lesson and a warning to other ministers to pay closer attention to the petitions and statements of citizens in the future.

Today, few remember the tragic fates of the once-famous politician Spencer Perceval and the Liverpool merchant John Bellingham. Yet, the Prime Minister’s death occurred at one of the most difficult and decisive moments in European politics, and who knows what might have been had this brilliant lawyer and statesman remained alive. It is quite possible that the country he was helping to build might have been very different from the Great Britain we see today.

Political assassinations are a common feature throughout human history, writes the website liverpoolyes.
